Motorcycle Safety Foundation - Basic Rider Course

1. Required E-Course

A highly interactive, 5-hour online program that teaches the basics of motorcycling to riders of all skill levels. You must complete this E-Course before attending the Basic Rider Course.

2. MSF RiderCoach Training

An 11.-5-hour, hands-on training session on the riding range. You will learn:
  • Straight-line riding
  • Stopping
  • Shifting
  • Turning
  • Swerving
  • Emergency braking

3. Motorcycles Provided

Motorcycles are supplied for all students enrolled in the Basic Rider Course.

Course Requirements

Attendance

  • You must attend the entire course.
  • If you arrive late, you will be dismissed and your registration fee will not be refunded.

Ability and Safety

  • You must be able to ride and balance a bicycle.
  • You must be able to safety control the motorcycle during all exercises.
  • Instructors may dismiss you if they determine that you pose a safety risk to yourself or others.

Responsibilities

You are responsible for your own safety and learning.
If at any time you experience any of the following, stop immediately and notify an instructor.
  • Fatigue
  • Dizziness
  • Disorientation
  • Excessive physical or mental stress
  • Continued difficulty with an exercise
Report any hazards you notice during the course to an instructor.

Permit Information

Adults (18 and Older)

  • You must present a valid motorcycle permit to your instructor.
  • Expired permits are accepted if they expired less than one year ago.

Minors (16-17 Years Old)

  • A valid driver's license is required.
  • If you pass the course, you will receive completion cards that allow you to take the motorcycle permit and skills test at a state exam station.

Important Note

Riders who have failed a state or Minnesota Motorcycle Safety Center (MMSC) skills test twice are not eligible for the state skills test waiver.

They must take the skills test at a Driver and Vehicle Services (DVS) exam station.

E-Course Certificate Information

Instructions for completing the required 5-hour E-Course are included in your confirmation email. Look for the section titled "Enroll and Access the MSF ePackage 1 E-Course."

Completion of the E-Course is required before attending your class.

If you do not receive the confirmation email:
  1. Check your spam or junk folder.
  2. If it is not there, call (320) 308-5322 for assistance.

Permit Requirements (Age 18 and Older)

If you are a Minnesota resident, age 18 or older, and plan to earn your motorycycle endorsement during this course, you must obtain a motorcycle instruction permit before your course begins.

Required Riding Gear

You must bring your own protective riding gear for the range exercises. This includes:
  • DOT approved helmet
  • Long-sleeve shirt or jacket
  • Over-the-ankle footwear
  • Long pants with no tears or holes
  • Full-fingered gloves
  • Eye protection (glasses, sunglasses, or full-face helmet shield)
  • Rain gear or cold-weather gear, depending on weather conditions
    • Note: Class is held rain or shine
  • Adequate beverages and snacks for the weather and duration of the course

Waiver Form

You will receive an additional email containing the required waiver. Please print this and bring it to class.

Minors (Ages 16-17)

Participants under age 18 must have a waiver form that is:
  • Signed in person by a parent or guardian at the training location, or
  • Signed and notarized before the course.
If the waiver is not completed, the participant will not be allowed to attend.

Course Location

The riding portion of this course will take place in the Southwest corner of Lot C at St. Cloud Technical & Community College (SCTCC), 1540 Northway Drive, St. Cloud, MN, 56303.

  • A campus map
  • Required waiver form
  • Additional class information

Motorcycle Cancellation and Refund Policy

St. Cloud Technical & Community College may cancel a class up to the day before the course begins. If this occurs, you will receive a full refund.

If you need to cancel your registration:
  • You must notify registration at the Customized Training office at least 5 business days prior to the class start date to receive a full refund, unless otherwise noted.
