This self-paced, online course introduces the student to the state laws, rules, and regulations governing a permit to carry firearms in the State of Minnesota.
Content will consist of state rules and regulations from Minnesota State Statute (MSS 624.714), the Minnesota Criminal Jury Instruction Guide (MN Crim JIG 7.05), and most frequently asked questions (FAQ) from the BCA (Bureau of Criminal Apprehension).
Eligibility:
ATCC LE students who have successfully completed their Firearms training with the Law Enforcement Program or ATCC Summer LE SKILLS.

- Training must be completed by the last day of the session to receive a certificate of completion.
- No refunds given to those who do not complete the training.

When creating a student account, enter your name as you would like it to appear on your certificate of completion.
What can I expect to happen after I register?
- After registration, you will receive a confirmation email. You should be able to access the e-learning platform within ten minutes of registration. (allow time for the system to sync)
- Sign in with your StarID and password
- We'll process your registration the next day and contact you via email if we see an issue with activation/registration.
- NOTE: This training will be posted on the Non-Credit D2L Brightspace site. Although a different e-learning platform, this site will be similar to the Credit-Based D2L Brightspace you accessed as a ATCC student.
- We recommend completing the exam shortly after you register.
- You must get 80% or higher to pass the test.
- After successful completion, an eCertificate of completion will be emailed to the address provided on your student profile.
How do I obtain my Permit to Carry card?
- Present your certificate of completion from ATCC and the permit to carry application to the sheriff’s office of the county in which you reside. https://dps.mn.gov/divisions/bca/bca-divisions/administrative/Pages/firearms-permit-to-carry.aspx
- Pay the permit fee (determined by the county sheriff, not to exceed $100).
- The county sheriff must either issue or deny a permit within 30 days of the application date.
