MSHA Training offered virtually and in-person
Part 46 applies to surface mining operations involved in the extraction of materials such as sand, clay, gravel, limestone, cement, marble, and granite. It also includes companies that provide services to these mining operations. Part 48 covers all other types of mines not included under Part 46, including all metal and coal mining operations, as well as any mining activities conducted underground.
A mine tour is required to complete New Miner Training for all Part 48 operations and all Part 46 mining operators. However, Part 46 independent contractors are not required to complete a mine tour to finish their 24-hour New Miner Training. During the first day of class—whether virtual or in-person—participants are informed that completing the 24 hours of instruction does not fulfill the entire New Miner requirement. To complete training, participants must schedule a mine tour following the class. For Part 48 operations, the mine tour must be supervised by an MSHA-certified trainer, while for Part 46 operations, the tour must be led by a competent person.
The standard 24-hour New Miner class is designed to cover both Part 46 and Part 48B (surface) operations. If a company specifically requests Part 48A (underground) New Miner Training, additional training is required. This includes an extra eight hours of instruction conducted in an underground mine, bringing the total required training time to 40 hours—32 hours of classroom instruction and eight hours underground.
Each company’s training plan must identify the competent person or persons responsible for the five types of MSHA-regulated training: new miner, experienced miner, task training, annual refresher training, and site-specific or hazard training. When CWE is used as a training provider or competent person, “Minnesota State Grants” should be listed on the company’s training plan.
